Partner Update - July 2019

Ville de Lille 

The City of Lille and OFSML launched two calls for tender. One by the OFSML for the transformation of the OFSML into a foundation.  The winning bid for this project will be selected at the end of October. The second call for tender was launched by the City of Lille. It’s a study into the diversification of the OFS/BRS model across the city and the metropolis.  The city of Lille aims to proliferate and mobilise the OFS/BRS model in Lille on new housing, but also on social housing sales and on existing housing that’s focussed on affordable rental housing. 

The study will verify the development conditions of the model in all dimensions (financial, legal) regarding different contexts and facilitate the implementation of new operations in various contexts. Case studies will be published relying in situations identified by the city and the metropolis such as priority neighbourhood (QPV), redevelopment operations of old degraded neighbourhoods, community-led housing, social housing sale, housing sale in old historical center, purchase of a share of co-ownership/lot. A decision-making tool will be produced i.e. analysis grid helping the city and its partners to develop or not an OFS project on a given site and a given context.

FMDV

In June, FMDV attended the International Festival of Social Housing (ISHF) and it had many positive benefits for FMDV and the SHICC project. Firstly, meetings led to interviews that will be feeding the Financial Guide FMDV is currently carrying out (Villages Vivants, Habitat et Partage, etc.). It also enabled the initiation of a rapprochement between the French OFS  and the participatory housing movement in France; in particular through reflections around the Start-Up Fund transposition to France and Europe. Finally, the meeting with some inspiring actors (eg. MOBA) opened up to new possibilities in terms of post-SHICC opportunities for the development of CLTS. These options will be explored and discussed by the SHICC partners in November in Brussels

Simultaneously, FMDV continued its exploratory researches on the CLT model producing a working document for the Fondation Abbé Pierre (co-financing the SHICC project) on the issue of the inclusion of the most deprived.

FMDV is currently co-organizing, along with the City of Paris and UCLG network a Community of Practice on the issue of Housing Taxation and Regulation which will be held in Paris in October. This event aims to operationalize the “City for Housing Declaration”. A document which promotes the CLT model (section 3).

National CLT Network 

A very important element of any Community Land Trusts success if having a broad range of people meaningful involved in the Community Land Trust. To help groups achieve this the National CLT Network has launched the Cohesive Communities Fund you can find out more about the fund here. The Fund will offer funding, technical support, free trainings and more. The National CLT Network has also launched their updated incorporation service where they help groups become a legal entity such as a Community Benefit Society. Click here to find out more. 

London CLT 

London CLT received a visit from Redbridge members of Citizens UK and Place for People to St Clements. We have an ongoing survey with members and community to determine allocations policy for the 11 Brasted Close homes. Nano McCAughan a leader with  Lewisham Citizens was awarded a Hidden Hero award for all the work she has done helping towards the 11 CLT homes at Brasted Close.

They also attended Lyon International Social Housing Festival, presenting the progress they have made over the past 10 years during the Collaborative Housing Day – organised by our partners CLTB.
