Our strategy is based on the establishment of a transnational system for the diffusion, adoption and appropriation of Sustainable Development concepts applied to the design, management and functioning of the city. As a result:

·          the partner cities, organized in learning groups, will have the possibility to adopt innovative practices to develop their neighbourhoods and their projects in a sustainable manner;
·          the transnational experts within the partnership will have the possibility to exchange and produce outputs on topics related to these innovative practices.
Summary description

Aim: work in a participative way on the modes of city functioning and management in order to foster more sustainable ways of life and a better general control of the use of resources.

Objectives description

Objective: enlarge the innovation opportunities and capacities of the cities (in the NWE area) in favour of a sustainable urban development.
This means at the same time:
·          a process objective, through a pilot mechanism that organizes effectively and efficiently transpositions of good practices between partner cities brought together within learning groups;
·          a sustainable development objective, through the acquisition and appropriation (within neighbourhoods in the partner cities and municipalities) of innovative ways of functioning.

Expected result

At a local level: exemplary changes in the ways of designing and managing cities or in the ways of functioning and living into them.

At the partnership level: useful innovative working methods and tools for an effective and efficient transnational cooperation between cities and municipalities.
Innovation

The Sustainable Neighbourhoods project is based on the capitalization of existing experiences within the partner municipalities. The project objective in their case is to contribute to generalize the adoption of innovative practices in the field of sustainable urban development in the NWE area. It is here a driving force that is being looked for.

 For that purpose, the Sustainable Neighbourhoods project works at two levels:
 
·          on the one hand, through the identification of good practices and the coordination of their transposition between partner cities within learning groups;
·          on the other hand, through the adaptation of those practices to new contexts, after evaluation and by organizing coproduction by the partner municipalities, with the adequate help of experts.
 
In other words, the project is innovative because:
·          the pilot mechanism identifies innovative transposition opportunities for cities;
·          cities adopt innovative practices.
 
The combination of these two methodological lines is the key factor for “innovating by doing”. Through the participative approach, the Sustainable Neighbourhoods project allows thus to heighten public awareness, learn, appropriate or innovate, in each case "by doing".
