To receive funding, a project must include organisations from at least two countries, one of which should lie within the cooperation area.
Any organisation with an involvement in territorial development-related issues may participate in the NWE Programme.
The Programme is not limited to specialists and is open to actors from the public, private and non-profit sectors.
